Addressing ISPs’ concerns of traffic congestion, Kroes said that faster and efficient networks, as well as file compression, could alleviate some of the pressure on operators.
Returning to the effects of traffic throttling on end-users, she said: “From the consumer point of view, transparency and quality of service seem to be issues of increasing concern. I don’t think anyone in this room wins if consumers are left feeling ripped off by false claims about internet speeds for example – so I want us to work together to reduce such concerns.”
All interested parties, which includes service and content providers, businesses, researchers and consumers, can answer the 15 questions posed by the EC, as well as raise additional concerns, by September 30
