Addressing ISPs’ concerns of traffic congestion, Kroes said that faster and efficient networks, as well as file compression, could alleviate some of the pressure on operators.

Returning to the effects of traffic throttling on end-users, she said: “From the consumer point of view, transparency and quality of service seem to be issues of increasing concern.
