According to State Secretary of Security and Justice Mr. Fred Teeven downloading at home without paying for it will be banned in the future. Foreign sites which illegally offer music, movies and e-books can be blocked. The Dutch government will also put an end to the Private Copy Tax (60 euro cents per blank DVD) which was introduced as a compensation to rights owners for all the unauthorized downloading and private copying that took place in The Netherlands.
