Dutch government made the mistake to assume that some of the certificates would have been left alone. Information communicated by government IT security agencies GovCERT and Logius was flawed.

Research conducted by security Firm Fox-IT has still not been released in full by the Dutch government although it does use the results in its press communication efforts.

Dutch News Broadcasting Station NOS is reporting that the Iranian government has probably been able to eavesdrop on the communication of 300,000 Iranian netizens. DigiNotar could have warned the Iranian people at least a month ago (F-Secure reported earlier that DigiNotar may have been hacked before: http://www.f-secure.com/weblog/archives/00002228.html )

Google has also been criticized for not only making “pirate” sites findable, but actually funding them through their AdSense advertising programs. Google does in fact already ban file-sharing sites from using their ad scheme, but there are so many sites that often some get through. Google wants to tighten this up.

“In recent months, we have worked hard to improve our internal enforcement procedures. In April, we were among the first companies to certify compliance in the Interactive Advertising Bureau’s (IAB’s) Quality Assurance Certification program, through which participating advertising companies will take steps to enhance buyer control over the placement and context of advertising and build brand safety,” notes Walker.

“In addition, we have invited rightsholder associations to identify their top priority sites for immediate review, and have acted on those tips when we have received them.”

Google also says it continues to make efforts to improve the visibility of authorized music content in its search results, such as through Music Rich Snippets.

A diplomatic cable recently published by Wikileaks reveals how the U.S. Government has spent $125,000 to educate Ukraine’s police officers on Internet piracy. Among other things, experts from the FBI and IFPI taught 30 of Ukraine’s top cyber-crime officers how to bust private torrent sites.

Certificates by DigiNotar in The Netherlands were used by the government in Iran to create the impression to Iranian internet users that their online communications were secure and that third parties could not eavesdrop on – for example – their Gmail or blogging activities. Meanwhile the Iranian government was intercepting their data or was at least able to.

When online businesses like Google discovered this, they banned SSL-certificates issues by DigiNotar, causing direct consequences for hundreds of crucial websites operated by the Dutch government itself which also used DigiNotar’s certificates to authenticate communication with internet users. At first, government authorities tried to convince some browser makers to continue to trust certain certificates issues by DigiNotar but questions were raised regarding the number of compromised DigiNotar certificates, the duration of the hack attacks aimed at DigiNotar, the lack of communication and transparency by the company and the reasons for involvement of the Dutch Secret Service in the DigiNotar investigation.
