On Wednesday 30th November Dutch members of parliament will discuss various copyright and ‘illegal downloading’ related topics.

During the last couple of days several politicians already expressed their views. It seems clear that a majority of Dutch parliament members:

- does not favor a ban on ‘illegal downloading’ (downloading of illegally copied content);

- does not want to see internet end users of digital content be criminalized (or their privacy negatively affected) for downloading copyrighted content without authorization;

- wants to see an increase of legal offering of digital content;

- wants less strict rules being set and applied by collecting societies in relation to internet end users of digital content;

- wants to strengthen the position of producers, authors and composers as opposed to content distributors or collecting societies;

- wants collecting societies to work in a more transparent way.

There are many different views however as to whether the private copying levy should be (dis)continued and a blanket license for digitally distributed content should be introduced, for example by adding a surcharge to ISP internet access subscriptions.
