Sluggish moves to counter the rising threat of cyber-attacks can be blamed on a generation of policymakers out of touch with rapid technological change, a senior US official said Monday.

“The truth is there are a lot of senior officials in many countries who barely even know how to use an email,” Rose Gottemoeller, US acting under-secretary for arms control and international security, said during a visit to Estonia.

“The change will come with the new generation,” she told the audience at a lecture delivered at the Estonian IT College, in the Baltic state’s capital Tallinn.

Last week Paramount Pictures’ identified five leading cyberlocker services as prime targets for future action. One of the services, UK-based PutLocker, has spoken with TorrentFreak refuting claims that it is some kind of “rogue site”. Another spotlighted file-hosting site, Wupload, has taken drastic action in the last few hours by announcing it has left the file-sharing business.

It’s becoming increasingly clear that the Hollywood studios aren’t going to be satisfied with the shutdown of Megaupload alone. They want more.

“All sharing has been disabled,” Wupload said in an announcement. “Wupload is not a file sharing site. If you uploaded a file, only you can download it and it can’t be shared with anyone else.”

Having temporarily blocked 3rd party sharing in January, FileServe appeared to re-enable the feature, only to switch it off again in the last few hours. As of now, it appears that FileServe too are no longer in the file-sharing business.

The Dutch Council Of State has now prohibited the deportation only temporarily to have an opportunity to review this case. Meanwhile the 23-year-old Abu Kurke Kebato and his 21-year-old wife Seena Tafse Mohammed are kept in custody. Their lawyer is trying to have them transferred to a dedicated center for asylum seekers.

Previously Amnesty International as well as Human Rights Watch have made a plea to allow Kebato to stay in The Netherlands on humanitarian grounds.

Consumers who used Google to search for Honda, Harvey World Travel, Alpha Dog Training and Just 4X4 Magazine were presented with ads that led to rival websites.

“Although the key words are selected by the advertiser, perhaps with input by Google, what is critical to the process is the triggering of the link by Google using its algorithms.”

“Google’s conduct involved the use by an advertiser of a competitor’s name as a keyword triggering an advertisement for the advertiser with a matching headline,” he said.

“As the full court said, this was likely to mislead or deceive a consumer searching for information on the competitor.

“This is an important outcome because it makes it clear that Google and other search engine providers which use similar technology to Google will be directly accountable for misleading or deceptive paid search results.”
